A 43-year-old Phoenix man was stopped by a Washington County Sheriff's deputy on Feb. 8 after he took a BMW for test drive in Michigan and didn't return the vehicle. The defendant, Jeremy Joseph Hibbard, was charged in Washington County Circuit Court Feb. 8 with operating a vehicle without owners consent. According to the criminal complaint, a Washington County Sheriff's deputy stopped a 2006 black BMW 300 Series sedan at the I-41 off-ramp onto Holy Hill Road for not having the appropriate temporary plates displayed.
